What is the purpose of this job?

The Rail Delivery Group (RDG) brings together the companies that run Britain’s railway into a single team with one goal - to deliver a better railway for passengers and their communities.  

 

All the passenger and freight rail companies are members of the RDG, as well as Network Rail and HS2. RDG provides services and support to enable its members to succeed in transforming and delivering a successful railway, benefiting customers, taxpayers and the economy.  

 

The Digital Ticketing Services (DTS) is part of RDG and provides an industry shared service to enable the use of smart ticket solutions by delivering a high performing back office service which enables a fully interoperable national smart ticketing system for now and the future. 

 

The DTS will enable Train Operating Companies (TOCs) to deliver a fully interoperable service which allows their customers to travel seamlessly across Great Britain. The DTS will also enable TOCs to offer new/future smart ticketing solutions and the ability to increase intelligence on journeys through access to new data.

We are offering an exciting opportunity be part of a growing team with a pipeline of exciting smart ticketing projects. The DTS (Digital Ticketing Services) Compliance Manager plays a pivotal role in ensuring adherence to Smart Ticketing Standards within RDG's ecosystem. Tasked with overseeing a team of Technical Authors and closely collaborating with the DTS Testing team, this role is instrumental in maintaining and updating industry standards, conducting impact analyses on relevant projects, establishing non-compliance registers, and spearheading the accreditation and certification process for DTS services.

What can I expect to do in this job? 

This isn’t an exhaustive list, but things you can expect to be involved with include:

  • Accountable for the end-to-end management and effectiveness of DTS owned ticketing standards.
  • Develop and continuously maintain a comprehensive DTS Standards pipeline, coordinating with stakeholders such as TOCs, suppliers, as necessary.
  • Establish and maintain a thorough non-compliance register process, collaborating closely with the test team to identify, document, assign, monitor, and ensure resolution of non-compliance issues. Facilitate effective communication of these issues to relevant industry forums and scheme committees to TOCs and Suppliers.
  • Collaborate with the test and technical teams to further enhance the DTS accreditation process and certification framework with attention to certificate issuance and validity durations.
  • Formalise the accreditation and certification processes with industry partners, establishing cost and operating models for running these services effectively and efficiently.
  • Conduct impact analyses on the ITSO Spec 2.1.5 release and other relevant updates, considering the implications on DTS ITSO-related standards, particularly considering architectural changes.
  • Stay up to date with industry regulations, standards, and best practices related to digital ticketing services, ensuring RDG's compliance with evolving requirements.
  • Lead or participate in cross-functional teams to address compliance issues, resolve conflicts, and implement solutions.
  • Monitor industry trends and advancements in the DTS project delivery pipeline to anticipate potential compliance challenges, Standard changes, or opportunities for innovation.
  • Document and continuously maintain all DTS end-to-end compliance processes and develop and deliver training for internal teams and external partners on compliance requirements and procedures.
  • Conduct regular assessments to evaluate the effectiveness of compliance measures and identify areas for improvement.
  • Actively participates in technical authoring, leveraging expertise and understanding of DTS standards to contribute directly to documentation projects. This includes drafting, editing, and reviewing technical documents to ensure accuracy, clarity, and compliance with industry standards.
  • Drawing on deep understanding of DTS standards and regulations, provide valuable insights and guidance to Technical Authors, helping to clarify complex technical concepts, resolve ambiguities, and address any gaps in documentation.
  • Resource manage and provide clear guidance and direction to Technical Authors, ensuring alignment with RDG's standards and objectives. This involves setting expectations, defining priorities, and establishing timelines for deliverables.

Review technical documents for clarity, accuracy, and adherence to the ASSIST documentation style guides and processes. 

Requirements

  • Bachelor’s degree in computer science, Engineering, Mathematics or related field, OR, equivalent professional experience. 
  • Demonstrated experience in a compliance, regulatory, or standards management role within the transportation, technology, or related industry.
  • Proven track record of managing compliance initiatives, preferably related to digital ticketing, smart card technology, or ITSO standards.
  • Experience in technical writing, documentation management, or content creation, with a focus on complex technical concepts and standards compliance.
  • Strong leadership and project management skills, with the ability to lead cross-functional teams and drive compliance initiatives to successful outcomes.
  • Excellent communication skills, both verbal and written, with the ability to convey complex technical concepts to diverse audiences.
  • Attention to detail and a commitment to accuracy, with the ability to review technical documents for completeness, consistency, and compliance with standards.
  • Understanding of technical documentation principles, documentation tools, and version control systems used in the creation and management of technical documentation.
  • Knowledge of compliance frameworks, auditing standards, and regulatory requirements applicable to digital ticketing services and transportation technology.
  • Desirable experience, skills and knowledge
  • Although not essential, knowledge and understanding of contactless payment technology (EMV, PCI-DSS) is desirable.
  • In-depth knowledge of smart ticketing standards, regulations, and best practices, particularly related to ITSO, Barcode or general smart card technology is desirable. 
  • Although not essential, understanding of cloud-based systems such as AWS or Azure.
  • Although not essential, experience of ITSO Smartcard Ticketing, broader smart ticketing technologies, and its application to public transport operating companies is desirable (e.g. RSPS3002).
